The County of Merced wishes to investigate options to create a trust to help fund retiree health care and other post-employment benefit (OPEB) liabilities in accordance with Government Accounting Standards Board (GASB) Statements 43 and 45. The primary objective of this Request For Proposals (RFP) is to seek proposals from firms with experience in OPEB trusts and investment management of OPEB trust assets per RFP specifications, terms and conditions.

These specifications describe the requirements for 2008 Mid Size SUV.  The equipment specified to be placed into service by the Merced County Sheriffs Department.  The specifications for the 2008 Mid Size SUV represent features best suited to the intended use of the equipment and are not intended to exclude equipment that may vary slightly from these specifications.  Judgment of the exceptions is to rest with Merced County Administrative Services – Support Services.  As part of this bid, bidder must provide an exception page for each item bid listing any exception(s) taken to the specifications.  If exception(s) are not noted, the County will assume the bidder will meet all of those requirements and assume full responsibility to meet the specifications.

It is the intent of the County to gather information on the cababilities, requirements and costs of video surveillance systems including installation, warranty, and maintenance. Information realized as a result of the RFI will be used to determine the feasibility of creating a Request For Proposal (RFP) for such system and may be used to construct a list of prospective bidders. There is no commitment, implied or otherwise, by the County to continue with the procurement process.

Furnish all labor, materials and equipment, and performing all work necessary and incidental to complete the demolition with removal, and construction of a new deep pit B-B-Q per Bid specifications, conditions, and terms. The B-B-Q specified will be subject to Public Works General Terms and Conditions, and will be accepted into service by the Merced County Department of Public Works.  The B-B-Q furnished to meet these specifications, including all accessories, must comply with the requirements of CalOSH worker safety regulations, and Federal, State and local requirements.

To secure the services of a qualified Consultant to assist the Emergency Medical Services Agency (EMSA) in the development of two specific emergency preparedness plans. The first project consists of the Evacuation Plans for both hospitals within the County, including coordination for transportation services and with the Region V Regional Diaster Medical Health Specialist (RDMHS). The second plan will be for the establishment and operation of an Alternate Care Site, as described in the Scope of Work. The successful bidder in the above referenced procurement will be required to submit a proposal detailing the process to be utilized in the development of these plans, including all elements as contained in the County's Scope of Work.
